Administrative Services Analyst I/II - Compliance and Contracts

The County of Riverside's University Health System - Behavioral Health department seek multiple Administrative Services Analyst I/IIs to join their Compliance and Contracts teams.

The department is looking for candidates who demonstrate strong analytical and critical thinking skills, particularly in applying contracting principles to a variety of behavioral health service models, the ability to work independently within standardized workflows and manage competing priorities with minimal oversight, and a working knowledge of public procurement processes, particularly within the behavioral health field, is also strongly preferred .

Under direction, the incumbent will be responsible for developing, amending, and tracking behavioral health contracts, including MOUs, renewals, and competitive procurements, primarily for the Substance Use Prevention and Treatment or Children's Services units, drafting contract documents, coordinating approvals, collaborating with program staff, ensuring compliance with state and federal funding guidelines (e.g., Medi-Cal, BH-CONNECT), and managing documents within SharePoint, coordinating with internal departments and vendors daily, as well as timely routing of items for Board of Supervisors approval, backfilling critical workloads within the Contracts Administration Unit and is essential to ensuring continuity of services.

These positions are located in Riverside.

The ideal candidate will have professional experience and/or knowledge with the following:
- Sharepoint, Adobe, and Access
- Contract lifecycle management
- Professional communication with both internal and external stakeholders
- Public sector contracting practices
- Behavioral health systems, including Substance Abuse Prevention and Treatment (SAPT) and Children's Services
- State and Federal funding streams, including Medi-Cal and BH-Connect
- Board of Supervisors approval processes and associated documentation

This position has a 9/80 schedule - start time will be either 7:30am or 8:00am; non-payday Friday off.

The Administrative Services Analyst I classification is a natural progression under fill for the class of Administrative Services Analyst II.

Incumbents are eligible to promote to Administrative Services Analyst II after obtaining one year of experience as an Administrative Services Analyst I, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements.

Failure to meet the requirements to promote at the end of the probationary period will result in incumbents being returned to their former County classification or new hires being probationary released.
