Flood Control Contracts Analyst II

The Riverside County Flood Control and Water Conservation District is looking for an energetic, self-motivated, and detail-oriented individual to join our Contracts Services Section as a Flood Control Contracts Analyst II.

This position is primarily responsible for the preparation, review, and administration of contracts and agreements.

The ideal candidate must possess the following skills/experience:


* Knowledge of basic contracting principles and experience with writing, reviewing, and editing business documents including contracts, agreements, project scopes and related correspondence.



* Strong writing skills and an understanding of contracting terms.


* Effective verbal and written communication skills.


* Intermediate proficiency in Microsoft Word, Microsoft Excel, Adobe/Bluebeam PDF and the ability to use Outlook, the Internet, and database software required.


* Experience in the land development, real estate, construction, or a related field a plus.


* Ability to negotiate with other public agencies and attorneys to reach agreement on terms is strongly desired.

The Flood Control Contracts Analyst II is distinguished from the Flood Control Contracts Analyst I in that the latter is the entry-level classification in the series and receives close supervision and guidance, while the Flood Control Contracts Analyst II is expected to perform the full range of duties under minimal supervision.

The Flood Control Contracts Analyst II is further distinguished from the Senior Flood Control Contracts Analyst in that the latter is responsible for managing complex contracts and projects, while exercising a high degree of independent judgement.

Advancement to the next level of Senior Flood Control Contracts Analyst is obtained by competitive selection through an open recruitment.

Meet The Team
The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.• Prepare multi-party contracts to develop flood control infrastructure; evaluate proposals and negotiate contracts and terms and conditions with public agencies or quasi-public agencies (e.g.

environmental analysis, real estate acquisitions, construction, funding, maintenance); prepare license agreements granting rights to public and private entities establishing rights-of-way, in coordination with County Counsel and after consulting with a supervisor.

• Represent the County/Department when meeting with public and/or private agencies, contractors, and service providers and ensure contracts and grants satisfy all legal and liability considerations; review contracts prepared by other agencies and recommend amendments to contract terms and conditions to reduce the County/Department's risk and liability; provide technical assistance to contract agencies and County departments.
