Environmental Project Manager - Flood Control
The County of Riverside's Flood Control and Water Conservation District has an opportunity for an Environmental Project Manager who will be assigned to the Watershed Analytics Division in Riverside.
Under general direction, the Environmental Project Manager will coordinate, direct, and provide project management for watershed analytics, data acquisition, and reporting in support of Flood Control initiatives.
This role encompasses managing consultant services, contract administration, hydrologic data collection, storm monitoring tools and systems, and complex watershed projects requiring significant resources, technical execution, and multi-agency coordination.
The Environmental Project Manager oversees both office and field staff involved in data collection and monitoring.
Additionally, the position will oversee the development of policies and procedures to ensure effective operations and compliance with new and existing rules and guidelines within the department.
The incumbent will be responsible for planning, organizing, assigning, and reviewing the work of staff engaged in watershed analytics, data processing, GIS, storm monitoring, and hydrologic data collection.
The manager will design, develop, and maintain storm monitoring systems, including dashboards for rainfall totals, remote camera feeds, and tools for controlling dam gates remotely.
Budget preparation, project scheduling, consultant selection, contract negotiation, and invoice approval are critical aspects of the role.
Additional responsibilities will include, but not limited to also providing technical supervision and administrative leadership, evaluating staff performance, and training and mentoring staff.
The most competitive candidates will have experience managing complex watershed analytics projects, strong knowledge of hydrologic data systems, GIS, data analytics, and storm monitoring technologies, ability to manage multi-agency projects, coordinate with internal and external stakeholders, and budgeting experience.
Strong leadership, communication, and conflict resolution skills are essential, along with the ability to prepare complex technical reports and communicate information clearly to the public.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution.
