Development Specialist II

ABOUT THE POSITION
The County of Riverside's Housing and Workforce Solutions (HWS) Department, Workforce Development Division, is seeking a dedicated Development Specialist II to join our Administrative Unit.

This position is based in Riverside, CA.

About Workforce Innovation and Opportunity Act (WIOA)
The WIOA is designed to connect job seekers with the resources they need to succeed in the labor market.

It authorizes services for youth, adults, and dislocated workers.

Youth services, provide a year-round youth program aimed to build basic skills, provide academic and occupational training, and offer valuable exposure to the job market and employment opportunities.

In this role, the selected candidate will be responsible for overseeing our youth programs funded by WIOA and special youth initiatives.

This includes monitoring program budgets to ensure the efficient and effective use of resources and ensuring compliance with WIOA regulations and other applicable policies.

The Development Specialist II will be responsible for negotiating and managing contracts with service providers, processing amendments, and ensuring timely invoicing.

They will also be providing technical assistance and guidance to contractors.

Additionally, they will assist with monitoring and compliance and support various workforce development projects and initiatives as needed.

Competitive candidates will possess:


* One year of professional experience in a job-related field similar to that utilized within the Department of Housing & Workforce Solutions.


* Strong verbal and written communication skills, with the ability to interact effectively with diverse stakeholders.


* Budget management experience.


* Contract monitoring experience.


* Proven ability to oversee programs.


* Familiarity with WIOA programs and related youth employment initiatives.


* Proficiency in PeopleSoft.

The Housing and Workforce Solutions Department (HWS) is comprised of 6 Divisions: Community Action Agency, Continuum of Care, Riverside County Housing Authority, Grants & Community Development, Workforce Development, and HWS Administration.

Riverside County Workforce Development (WD) is a Division of the County of Riverside Department of Housing and Workforce Solutions (HWS).

The Riverside County Workforce Development Board (WDB) provides oversight for the Workforce Innovation and Opportunity Act (WIOA) programs in the county.

The WDB acts as a catalyst to provide seamless services among various workforce programs, and provides community leadership around workforce issues.
