IT Business Supervising Systems Analyst
ABOUT THE POSITION
The County of Riverside RUHS - Department of Public Health has an opportunity for an IT Supervising Business Systems Analyst (IT Supv BSA) that will report to the Finance and Business Division.
The IT Supervising Business Systems Analyst will support the IT Business Solutions branch within Riverside University Health System-Public Health.
The IT Supv BSA exercises the full scope of supervision which includes: Accountability for coordinating, monitoring and evaluating the work of subordinate staff; participating in the employee selection process; training, coaching, counseling and mentoring employees; authority to approve timesheets and leave requests, investigate complaints and performance issues and issue formal disciplinary action.
This class is distinguished from the IT Business Systems Analyst III in that the latter is the senior or lead level that does not include the full scope of supervision.
This IT Supv BSA's primary responsibility will be to supervise staff engaged in developing and implementing information technology system solutions to address business needs.
The Department desires candidates with strong experience in IT Project Portfolio management and application support with supervisory or lead experience over IT professionals, working with high level executives and stakeholders with the ability to formulate and monitored inter-connected projects.
Those with experience with EHR programs are highly preferred.
Candidates with proven experience as an IT project manager that included supervision managing complex IT projects using Lean/Agile and/or PMI methodology in the applications area are highly encouraged to apply!

EXAMPLES OF ESSENTIAL DUTIES
• Supervise, assign, review, and evaluate the work of staff performing a variety of IT-related work; plan, organize, and provide opportunities to develop and maintain job-related competencies.
• Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software and cost/benefits.
• Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.
• Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors.
• Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions.
• Implement new and modified processes and systems by performing design, application development, installation and testing.
• Modify software; customize business applications and interfaces.
• Coordinate and communicate with end users, management, staff, and vendors on project issues and status.
• Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.
