Senior Human Resources Analyst

ABOUT THE POSITION

The Riverside County Human Resources (HR) Department is seeking a Senior Human Resources Analyst(SHRA) to support the Learning and Organizational (L&OD) Division in Riverside.

The Senior Human Resources Analyst will report to the Principal Human Resources Analyst and will be responsible for countywide recruitment, retention, and development programs and performance management program.

These programs include internships, apprenticeships, college relations, academic agreement, workforce development, educational support, veteran programs, new employee orientation, survey administration, and the performance management system.

The SHRA will also assist in the creation and implementation of new programs and L&OD services to assist departments, employees, and the County with meeting their goals.

EXAMPLES OF ESSENTIAL DUTIES

• Gather, tabulate, and analyze survey data and prepare preliminary recommendations; prepare reports for departments, team, and stakeholders with data analysis and proposed recommendations.

• Confer with departmental officials on human resources practices and problems; assist in developing and establishing implementation of L&OD services and programs.

• Perform specialized research in public human resources administration;

• May prepare training materials for employee development and assist in conducting training.

• Prepare reports, manuals, articles, and correspondence; maintain records, logs, and files.

• Serve as advisor or liaison for college relations to interpret Memoranda of Understanding (MOUs) to develop partnerships and agreements.

• Analyze and make recommendations to management and department contacts regarding learning and organizational development that contribute toward achieving the County's strategic vision and mission.

• Assist in the selection, training, assigning, and evaluating the work of assigned staff; and serve as lead over assigned area ensuring the work and systems are operating efficiently and effectively.

• Evaluate programs within a functional human resources area; recommend new programs based on cost/benefit analysis; function as project lead for programs, ensuring projects are completed within budget and in a timely manner; follow-up on projects to ensure they meet the original objective and recommend modifications as necessary.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor's degree or equivalent education (minimum completed units equaling 120 semester/180 quarter).
