I&C/DCS Lead

POSITION SUMMARY / PURPOSE The I&C/DCS Lead plays a pivotal role in ensuring the successful energization and operational readiness of the HCR Power Block.

This role supports the Owners Team by overseeing commissioning activities performed by the EPC and OEM Commissioning team.

This individual verifies compliance with technical specifications, and ensuring safe, timely, and coordinated execution of commissioning phases.

JOB DUTIES / RESPONSIBILITIES Development and maintenance of a detailed startup schedule.

Development and maintenance of startup packages.

Development of clear startup procedures as required to satisfy the contract and/or coordinate the startup effort.

Establishment of forms/documentation to be utilized for full tracking and demonstration of a properly executed startup.

Advanced planning and preparation for startup activities and major milestones.

Startup activities in accordance with plans, procedures, and agreements utilizing the required forms and maintaining proper documentation.

Development and implementation of programs for the control of; spares, consumables, outstanding work, and efficiencies lists, etc.

Support the implementation of a coordinated operations control program ensuring good communication and the smooth execution of operational activities.

Manage the startup effort ensuring compliance with the associated specifications and contracts and ultimately resulting in an efficient and timely turnover to the client.

Administration of sub-contracts as required to complete startup responsibilities.

Ensure execution of the process of construction completion turnover to startup, startup turnover to operations, and final turnover to owner.

Ensure completion of thorough system walk downs / reviews to establish the completion status of systems and identify outstanding items to be completed.

Execution of a system of progress tracking importing on startup status.

Daily status monitoring and weekly progress reporting including the maintenance of associated records.

Proper participation in the project system of document management ensuring all documents are filed and handled appropriately.

Execution of steps and programs to ensure all work is executed in a safe manner consistent with HCR and site safety policies (lockout tag out procedure, permit to work procedure, etc.) Ensure compliance with all NERC / SERC / CIP regulatory requirements.

Ensure compliance with all environmental permit limits and support regulatory reporting requirements.

Support the satisfaction of all final acceptance contractual requirements (training, as builts, manual updates, etc) Maintain proper documentation as required to protect the interests of HCR.
