Assistant Transit Manager (CF)

DEFINITION Under the direction of the Transit Director, plan, manage, and coordinate capital and maintenance projects related to Agency-owned facilities, fleet, and infrastructure, while supervising, assigning, reviewing, and participating in the work of staff responsible for the general operations, maintenance, construction, and inspection of those facilities.

Serve as project manager for facility and maintenance-related capital improvement projects from planning through closeout; provide oversight to the maintenance component of the Agency's Operations and Maintenance contract; coordinate assigned activities and projects with other divisions, departments, vendors, and outside agencies; manage contracts and monitor contractors and consultants to ensure compliance with established policies, procedures, budgets, and schedules; and provide highly responsible and complex administrative and project support to the Transit Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES Serve as project manager for facility, maintenance, and capital improvement projects; develop project charters, scopes of work, schedules, and budgets, and track performance against each throughout the project lifecycle.

Lead cross-functional project planning efforts, coordinating design, procurement, construction, and closeout phases with internal divisions, contractors, consultants, and outside agencies.

Prepare and manage project budgets and cost estimates; monitor expenditures against budget; identify variances and recommend corrective action.

Develop and maintain project schedules and milestone tracking tools; proactively identify schedule risks and resource conflicts and propose mitigation strategies.

Manage the full contract lifecycle for assigned projects, including scoping, procurement support, negotiation input, execution, performance monitoring, change order review, and closeout.

Prepare project status reports, dashboards, and presentations for the Transit Director, boards, committees, and funding agencies.

Coordinate and ensure project compliance with Federal Transit Administration (FTA) regulations and requirements; liaise with the Federal Transit Administration, Caltrans, and Merced County Association of Governments (MCAG) on project-related legislative and funding matters, including grant applications and reporting.
