Technical Surveillance Countermeasures (TSCM) SME

Job-Specific Essential Duties and Responsibilities:

- Conduct physical/technical assessments to identify vulnerabilities and recommend mitigation.

- Conduct Technical Surveillance Countermeasures inspections.

- Conduct TEMPEST surveys/assessments and recommend mitigations.

- Conduct acoustic testing to determine ICD 705 waiver requirements.

- Research and development of policy and instruction at Agency and ICD level.

Job-Specific Minimum Requirements:

- Active TS/SCI with CI Polygraph.

- TSCM Certified.

- Experience conducting TEMPEST assessments.

- Expert level of knowledge of Radio Frequencies, direction finding procedures, wireless communications, and general TSCM procedures and processes.

- General knowledge of counterintelligence investigations, insider threat operations, physical security and anti-terrorism requirements, cyber security, digital forensic and IT infrastructure.

- Working knowledge of ICD 702 doctrine.

- Bachelor's degree with 12 - 15 years of relevant experience, or Master's degree with 9 - 13 years of relevant experience, with the final level determined based on the skills, education, and experience of the selected candidate.

Additional experience may be substituted for degree requirements.

Preferred Skills and Qualifications:

- Advanced degree in a relevant field.

- Proficiency in conducting radio frequency directions, finding missions to identify unauthorized transmitting devices.

- Experience providing technical security, subject matter expert input to designated IC working groups.

- Experience developing and disseminating workforce education for counterintelligence and security.

- Minimum of 5 years of experience working within or alongside the Intelligence Community (IC).
