Construction Scheduler - Naples, Italy - OCONUS
Job Summary
The Scheduler provides independent, professional planning, scheduling, analysis, and schedule-risk support to NAVFAC EURAFCENT projects supporting NSA Naples, NSA Bahrain, and additional EURAFCENT locations.
This role develops, analyzes, validates, and presents planning, design, and construction schedules for Navy shore facility types and ensures compliance with NAVFAC standards.

Essential Functions
* Prepare and/or analyze planning, design, and construction schedules for diverse Navy facility types including housing, waterfront structures, medical facilities, administrative buildings, utilities, hangars, industrial facilities, command centers, and power plants.
* Recommend reasonable construction durations for RFP/solicitation packages considering operational constraints, outages, secured area escorts, environmental permitting, and ancillary project interfaces.
* Develop Basis of Schedule (BoSE) documentation and present schedule durations to Government stakeholders and leadership.
* Review A/E-prepared schedule durations and propose adjustments based on constraints and conditions.
* Participate in Cost Schedule Risk Analysis (CSRA) activities.
* Serve as a non-voting technical member of Technical Evaluation Teams (TET) when schedule submissions are evaluated.
* Analyze contractor cost-loaded Network Analysis Schedules (NAS), including critical path updates and delay impacts.
* Collaborate with FEAD/ROICC representatives and provide schedule training and review guidance.
* Provide schedule duration analysis and review comments at NAVFAC design milestones (35%, 65%, 100%).
* Other duties as assigned.
Competencies
* Skilled in written and oral communication, including technical correspondence and schedule narratives.
* Ability to analyze complex construction schedules and identify critical path shifts.
* Strong analytical and problem-solving abilities.
* Ability to work collaboratively with diverse engineering and construction teams.
* Skilled in Primavera P6, Claim Digger, MS Project, MS Office Suite, and Adobe Acrobat Professional.
* Ability to interpret construction drawings, contract documents, and Federal building criteria.
Required Education and Experience
* Bachelor’s degree in engineering, Engineering Technology, or Construction Management and a minimum of 5 years of scheduling experience; OR 10 years of scheduling experience without a qualifying degree.
* Experience scheduling construction projects valued at $25M or greater.
* Proficiency with Primavera P6 and Claim Digger.
