SUPERVISOR OF PROGRAM INTEGRITY

Position Summary The Supervisor of Program Integrity safeguards the integrity of LMHAs Public Housing (PH) and Housing Choice Voucher (HCV) programs by overseeing investigations, internal audits, rent calculation accuracy, and quality control (QC) reviews.

The Supervisor ensures strict adherence to HUD regulations, identifies and mitigates fraud risks, monitors compliance, and enforces program rules fairly and consistently.

This position also provides direct oversight of the termination and hearing process and supervises the Resident Relations Coordinators to ensure timely, professional, and objective resolution of resident concerns.

Program Integrity & Compliance Oversight Provide oversight of the termination and hearing process, ensuring all notices, documentation, and decisions comply with HUD regulations, LMHA policies, due process standards, and required timelines.

Collaborate with the Hearing Officer to ensure accurate preparation of case files, evidence packets, and staff testimony.

Provide direct supervision and oversight of the Resident Relations Coordinators, ensuring timely, professional, and objective resolution of resident concerns, grievances, and escalations.

Oversee investigations into suspected fraud, unreported income, unauthorized occupants, dual participation, and falsified documents.

Review and approve corrective actions including repayment agreements, subsidy adjustments, and termination recommendations.

Conduct internal audits on rent calculations, income determinations, EIV/UIV use, household composition, and documentation.

Lead quality control (QC) reviews for both PH and HCV per SEMAP, PHAS, and HUD monitoring requirements.

Monitor risk areas including TPA defaults, delinquency fraud, unit misuse, and improper subsidy use.

Ensure agency-wide compliance with HUD regulations, CFR Title 24, ACOP, Administrative Plan, and Fair Housing laws.

Investigations & Enforcement Lead and manage fraud and program violation investigations, assigning cases and monitoring progress.

Conduct interviews with participants, residents, landlords, staff, and collateral contacts.

Analyze and verify documentation including employer statements, wage reports, tax returns, and EIV/UIV data.

Prepare comprehensive investigative summaries with findings, evidence, and recommended actions.

Collaborate with Legal, Law Enforcement, Child Support Services, and external agencies as necessary.

Testify at hearings, grievance meetings, administrative reviews, and court proceedings.

Quality Assurance & Audit Management Develop and maintain systems for ongoing quality assurance reviews for both PH and HCV programs.

Conduct monthly QC reviews of rent calculations, annuals, interims, move-ins, move-outs, and file documentation.

Identify patterns of error and implement corrective action plans across teams.

Prepare compliance reports for leadership, HUD, auditors, and Board presentations.
