Police Captain
This position provides assistance to the Police Major in managing, supervising, and reviewing activities of all personnel assigned to a division of the Police Department, which may include Field Services, Investigative Services, or Support Services.
The Captain will consult with and report to the Police Major in determining policies, plans and procedures to be observed in the conduct of police operations.
MAJOR DUTIES The following duties are normal for this position.

Assists the Police Major in overseeing day-to-day operations of a division of the Police Department (Field Services, Investigative Services, Support Services) and is responsible for recommending and implementing management policies for that division.
Coordinates the daily activities of the division through subordinate supervisors.
Maintains continuity of command by assuming duties and responsibilities of the Sergeant or other sworn and non-sworn personnel in the absence of either or both.
Keeps the Chief, Assistant Chief and Major informed of problems, services, and activities of the division.
Assists the Chief, Assistant Chief and Major in planning, organizing, and directing the department.
Oversees and supervises major incidents, investigations, and arrests.
Serves as Incident Commander during critical incidents.
Maintains communication with the Police Chief, Assistant Police Chief, and Major regarding major incidents, accidents, or other emergencies.
Researches, develops, recommends, and oversees the implementation of department policies and procedures; ensures departmental rules and regulations and work methods and procedures are followed; enforces disciplinary measures as necessary.
Directs or personally investigates citizen complaints about police personnel conduct and services.
Establishes and develops goals and objectives and ensures that goals and objectives are reached.
Advises and assists subordinates as to priorities, procedures, and ensures compliance with departmental rules and regulations.
Schedules and assigns work; assures that personnel are assigned to shifts or working units which provide optimum effectiveness in terms of current situations and circumstances governing deployment; ensures the training of officers in correct methods and procedures; reviews and evaluates employee performance.
Participates in the preparation of the budget by recommending personnel and capital needs for a division.
Performs public relations duties; answers questions, addresses concerns, and gives information to the public, civic organizations, neighborhood groups, business groups, the media, and other groups; attends meetings as necessary.
