Job Summary

The Office of the Independent Inspector General (OIIG) was created to detect, deter and prevent corruption fraud, waste, mismanagement, unlawful political discrimination and misconduct in the operation of Cook County Government.

Cook County, Ill., Ordinances 07-0-52 (2007).

Under the direction of office management and other senior level staff, conducts investigations primarily in connection with reported incidents of misconduct and/or operational deficiencies involving Cook County employees, officers, officials, agents and contractors and other governmental agencies and employees.

Interviews and prepares comprehensive confidential reports detailing investigation findings.

May be required to provide testimony in court or before administrative tribunals.

Performs other duties as assigned.

This position may also involve a concentration focusing on investigation, oversight, auditing and monitoring of government compliance with the laws and policies prohibiting unlawful political discrimination.

Minimum Qualifications



* Graduation from an accredited college or university with a Bachelor's degree.


* Four (4) years of full-time work experience in the conduct of investigations involving criminal or fraudulent activity, audits, administrative violations or other matters of potential civil liability.

* Graduation from an accredited college or university with an advanced degree in Law.


* Four (4) years of full-time work experience practicing law in the fields of civil or criminal litigation.

Knowledge, Skills, Abilities and Other Characteristics



* Knowledge/familiarity with applicable laws and regulations of state, local, and other authorities relative to cases of abuse, fraud, waste, and mismanagement; as well as criminal and civil misconduct.


* Ability to perform duties in a discreet, confidential, thorough, objective, and judicious manner.


* Ability to conduct interviews and interact effectively with complainants, witnesses, victims and other agency representatives in the conduct of investigations.


* Ability to prepare written reports and other documentation in a clear, concise, and accurate manner coupled with skill in developing facts and information.


* Aptitude for organizing facts, information, and analyzing evidence.


* Ability to work effectively with other investigators and/or staff on investigations.
