Health Program Analyst III

Salary Range: $7,776.73 to $11,218.90 Monthly

SUMMARY

The Contract Management and Monitoring Division (CMMD) of DMH is tasked with providing oversight of the mental health services and supports provided under the Department’s Outpatient Program Organization Provider (OPOP) contracts and other unique Service Agreements.  Specifically, CMMD works with agencies to ensure that services under the OPOP and other unique Service Agreements are delivered in accordance with contract language while producing a measurable impact on the individuals, families, and communities of Los Angeles County and increasing access to care.  CMMD is adopting a streamlined structure that prioritizes exceptional customer service and maximizes the use of technology for improving communication.

ESSENTIAL FUNCTIONS


* Leads, plans, and assigns, the work of analyst staff and administrative support staff responsible for monitoring OPOP contracts.

Oversee contract monitoring activities to identify inefficiencies in contract administration, and operational workflows, and directs corrective actions Provides programmatic and technical direction to contract agencies to support quality improvement and operational effectiveness.



* Manages the development, refinement, and implementation of monitoring tools, protocols, and procedures to ensure full compliance with all contractual, fiscal, and programmatic requirements.

Directs and manages the assessment and analysis of clinical program design, service delivery models, and program effectiveness; initiates program modifications or corrective actions as needed.


* Provides and manages ongoing, clear, and timely communication, guidance, and technical assistance to contract provider executive directors, program managers, and other stakeholders.

Oversee technical site visits to contract agencies to assess program performance, adherence to standards, and operational capacity.

Manages collaboration with DMH program leads and other units to ensure accurate, timely, and appropriate data reporting.


* Directs data collection, analysis, and evaluation activities to assess contractor performance and identify areas requiring corrective action.

Directs the development of performance‑based criteria, outcome measures, and quality indicators for contracted programs


* Directs and manages the development and implementation of principles, policies, procedures, and objectives governing LACDMH OPOP Agreements.

Directs the development of new policies and procedures as necessary to address emerging needs or regulatory changes



* Directs the maintenance, analysis, and distribution of reports related to contract performance, utilization, and compliance
