Principal Proposal Analyst

Job Summary:

The Principal Proposal Analyst serves as a key expert in developing, managing, and leading complex cost and proposal activities for the Electronic System Division.

This role applies specialized depth of knowledge in government regulations, cost modeling, and proposal development to guide cross-functional teams, influence decision-making, and ensure compliance with customer RFP requirements, FAR/DFAR, DSCA, and internal standards.

Operating with significant autonomy, the Specialist leads the creation of material and labor estimates, develops policies and procedures, facilitates gate reviews, and drives process improvements.

The position requires strong analytical capabilities, the ability to solve complex problems, and the expertise to develop innovative solutions that support program objectives and organizational priorities.

Regular attendance is an essential function of the role.

Responsibilities and Tasks:


* Lead the implementation of strategic proposal initiatives across the Electronic Division, applying specialized expertise to interpret complex requirements and guide cross-functional teams.


* Own and direct development of material cost estimates, leading the compilation of material support packages and ensuring readiness for internal and external audits.


* Co-lead and facilitate gate reviews with program offices and proposal leadership, providing expert guidance and influencing decisions in complex situations.


* Develop labor support strategies and lead the creation of basis-of-estimate (BOE) documentation for all functional organizations, ensuring alignment with RFP, regulatory, and organizational standards.


* Build and validate complex cost models using Elbit America cost structures and DCAA audit outcomes; lead efforts to justify waiver requests in lieu of full proposal submissions.


* Ensure proposal compliance with DSCA guidelines and organizational certifications, proactively identifying risks and recommending corrective actions.


* Provide specialized analysis and thought leadership, solving complex problems and shaping recommendations that impact program, service, or operational objectives.

Education, Experience, License, or Certification:


* A bachelor's degree in business, finance, accounting, or related field.


* 8+ years of progressive experience in government contracting, pricing, cost analysis, or proposal development.


* Advanced knowledge of cost estimating methodologies, basis ‑ of ‑ estimate development, and material/labor cost modeling.


* Strong understanding of U.S.

Government acquisition processes, DSCA guidelines, and audit readiness requirements.

Skills and Abilities:


* Ability to interpret internal/external business challenges and recommend best practices to improve proposal strategies
