Procurement Manager-Terminals and Pipelines

Job Summary

Responsible for the procurement of materials and services for the Terminals & Pipelines Business Unit, supporting terminal operations, pipeline operations, storage facilities, and other related logistic activities.

Supervises other procurement professionals to ensure CITGO procurement policies and procedures are applied in obtaining quality goods and services to meet internal customer requirements.

Utilizes best-in class strategic sourcing tools and techniques to identify, qualify, solicit, select, and negotiate with vendors to obtain materials and services at the best value for CITGO, with consideration given to cost, safety, quality, reliability and delivery requirements.

Interacts regularly with operations, maintenance, management, and external suppliers to support the unique requirements of the terminal and pipeline operations.

Assists in managing procurement activities to achieve the lowest total cost of ownership for purchased goods and services.

Provides advice and counsel to site management on procurement matters and works closely with site departments and corporate support functions to improve procurement processes, enhance service delivery to internal customers, and ensure appropriate business controls are maintained.

Minimum Qualifications

• Bachelor's degree in supply chain or business-related degree or similar with 8 years of job-related experience or 12 years of job-related experience in lieu of degree.

• Computer skills including SAP, MS Word, Excel, and PowerPoint.

• Strong verbal and written communication skills.

• Negotiation skills • Strong analytical and problem-solving skills.

• Experience writing contracts for materials/services.

• Sourcing, procurement & inventory control techniques.

• Project management skills.

• Team building, delegating, goal development and performance monitoring.

Preferred:

• GEP SMART or similar e-Procurement solution experience and Power BI.

• Certification in Supply Chain Management.

• Capital projects procurement experience.

• Demonstrated procurement experience supporting terminal and pipeline operations, including materials, maintenance services, and operational requirements.
