DEVELOPMENT MANAGER

Job Title:Development Manager Department: Strategic Initiatives Reports To: Assistant Director of Strategic Initiatives FLSA Status: Exempt Salary Range: $85,000 - $100,000 annually Position Summary The Development Manager is responsible for managing affordable housing development and redevelopment projects through all phases of the development process, including project feasibility, financial underwriting, pre-development, financing, construction, lease-up planning, and transition to operations.

The position serves as LMHAs primary project lead for assigned development initiatives and is responsible for coordinating internal staff, development partners, consultants, contractors, lenders, investors, funding agencies, and regulatory partners to ensure successful project delivery.

Working collaboratively with Asset Management, Housing Preservation, Finance, Construction Management, and Property Management stakeholders, the Development Manager helps ensure a seamless transition from development activities to long-term operations and asset performance.

Essential Duties and Responsibilities Development Financial Analysis & Underwriting Prepare and maintain development pro formas, sources and uses statements, operating projections, and financing analyses.

Evaluate project feasibility and recommend development and financing strategies.

Conduct financial modeling, sensitivity analyses, and scenario planning to support project decision-making.

Assist in identifying and securing debt, equity, grant, and subsidy resources necessary for project implementation.

Support financing closings and related transaction activities.

Development Project Management Manage assigned development and redevelopment projects from concept through construction completion and transition to operations.

Coordinate due diligence activities including appraisals, environmental reviews, surveys, market studies, capital needs assessments, and related analyses.

Monitor project schedules, budgets, risks, milestones, and compliance requirements.

Coordinate consultants, development partners, architects, engineers, contractors, and regulatory agencies.

Prepare reports, recommendations, and project updates for departmental leadership and stakeholders.

Construction Oversight & Project Delivery Coordinate with internal and third-party construction management personnel to monitor project schedules, budgets, construction progress, and overall project performance.

Participate in construction progress meetings, site inspections, project reviews, and risk management activities.

Monitor construction-related deliverables, change orders, and budget impacts.

Coordinate resolution of project issues among development, construction, and operational stakeholders.

Development Financial Management & Draw Administration Coordinate and manage development funding draws from lenders, investors, grantors, and other funding sources.
