Director of Program Development and Contracts
The Director of Program Development and Contracts provides strategic and detail oriented leadership in the full lifecycle of program and contract management from initial design through implementation, monitoring, and operations.
This role serves as the critical bridge between vision and execution, ensuring that new and existing projects move smoothly from initiation into sustained, compliant, and high-performing operations.
The Director will work cross-functionally with Finance, Human Resources, Operations, and Program teams to translate contractual commitments into actionable deliverables, establish sound organizational policy, and uphold rigorous compliance standards.
This individual will also partner closely with the Data and Compliance Director to build and strengthen internal monitoring systems across all contracts, including HIPAA compliance and CalAIM programming.
Essential Duties and Responsibilities Program & Contract Development Lead the end-to-end process of moving new and existing projects from initiation through full operational implementation.Translate grant agreements, government contracts, and funder requirements into clear, actionable program deliverables, timelines, and staffing plans.Draft and review contracts, subcontracts, and memoranda of understanding (MOUs), ensuring terms are accurately reflected in internal program design, documentation and operations.
Cross-Functional Implementation Partner with Finance to align budgets, billing structures, and cost allocations with contract requirements and funding milestones.Partner with Human Resources to ensure staffing plans, position requirements, training and workforce compliance align with contract scopes of work.Partner with Operations and Program leadership to operationalize contract deliverables, ensuring service delivery models meet funder expectations and community needs.Serve as the internal point of accountability for translating executed contracts into standard operating procedures and program policy.
Policy & Compliance Establish and maintain organizational policies that ensure consistent, compliant execution of contract terms across all programs.Advise and collaborate with the Data and Compliance Director to design and implement internal monitoring systems for all active contracts.Support the development of monitoring tools and audit-readiness processes to ensure ongoing compliance with contract and HIPAA requirements.Provide subject-matter guidance on CalAIM programming requirements, including Enhanced Care Management (ECM) and Community Supports (CS), ensuring program design and delivery meet state and managed care plan standards.Monitor regulatory and funder policy changes and proactively adjust internal practices to maintain compliance.
Quality Assurance Oversee contract compliance reporting, ensuring accurate and timely submission of deliverables to funders and regulatory bodies.Identify risks to contract performance or compliance and lead corrective action pla...
