NON-CERTIFIED APPRAISER

JOB TITLE: Non-certified Appraiser REPORTS TO: Assessor BENEFITS: Medical, Dental, Vision, and Life Insurance (employee coverage); PERSI Retirement; Sick Leave; Vacation (after one year); Holiday Pay; and Bereavement Leave.

SUMMARYUnder supervision, assists with the appraisal and reappraisal of real property within Gem County.

Provides customer service to the public regarding property valuation matters and assists in maintaining accurate property records, assessment data, and annual assessment notices.

ESSENTIAL DUTIES AND RESPONSIBILITIES Assists with the appraisal and reappraisal of properties, including conducting field inspections, measuring improvements, photographing properties, verifying property use, communicating with property owners, and entering data updates into the CAMA system.

Assists in explaining and defending property values to constituents and may assist in proceedings before the Board of Equalization, Board of Tax Appeals, and/or District Court.

Assists with updating property classifications, assessed values, and property class codes.

Assists with preparing annual sales books prior to the mailing of assessment notices.

Assists with processing monthly sales information and archiving annual sales data.

Provides general office support, including answering phones and serving as backup for front desk operations as needed.

Collaborate with peers to create and update current processes and protocols.

Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES Ability to: Communicate clearly and professionally, both verbally and in writing.

Perform basic mathematical calculations and apply standard formulas.

Use handheld and desk calculators to complete required calculations.

Accurately measure structures using standard appraisal tools and equipment.

Work effectively with the public, including in potentially stressful situations.

Learn and apply Idaho property tax laws, appraisal principles, and county assessment procedures.

SPECIAL QUALIFICATIONS High School Diploma or equivalent required.

Valid Idaho Drivers License required.

Proficiency with computers and software programs.

Ability to accurately calculate figures and maintain detailed records.

Ability to obtain Idaho Certified Appraiser designation within the timeframe established by the Gem County Assessors Office.

TYPICAL PHYSICAL REQUIREMENTS Work is performed in both office and outdoor environments.

Employees are required to drive throughout Gem County and may be exposed to varying weather conditions.

Must be able to lift up to 30 pounds.

Requires clear speech and hearing sufficiently to follow verbal instructions and communicate effectively in person, in writing, and by telephone.

Requires sufficient mobility to perform office duties and conduct field inspections.
