Supervising Development Specialist - HWS

The incumbent will be assigned to the Housing Authority Division of the County of Riverside (HACR) and oversee services aimed at expanding upward mobility opportunities for clients by implementing a Housing Choice Voucher (HCV) Homeownership Program.

This initiative allows qualified Housing Choice Voucher (HCV) participants to transition from rental assistance to homeownership by applying their monthly subsidy toward a mortgage.

The HCV program provides essential rental stability, homeownership is the primary vehicle for generational wealth building and long-term self-sufficiency.

The incumbent would assist clients with navigating the intersection of federal HUD regulations, private lending, and social services.

The Supervising Development Specialist will be responsible for, but not limited to: designing the program's framework, including eligibility criteria, local preferences, and long-term goals tailored to the Riverside County market; drafting the necessary updates to the Homeownership Administrative Plan and ensuring all HUD requirements for Section 8 HCV homeownership are met; recruiting and vetting mortgage lenders, home inspection services, and nonprofit credit counseling agencies; attending community information meetings and may include visiting clients at their place of residence; overseeing the intake process, conducting orientations, managing the transition from rental to homeownership vouchers, and providing post-purchase support to prevent foreclosure.

Qualified applicants must have strong knowledge of mortgage voucher and lending programs, working experience with mortgage lending and leasing, First-time Home Buyers process and assistance, and supervisory experience overseeing administrative staff.

The most competitive candidates will have experience with Yardi-Voyager Suite, strong knowledge of contract writing, knowledge of regulation and compliance guidelines for state, and federal HUD grants and programs, experience with appraisals and home ownership processes, and negotiation experience with residential leases.

The Housing Authority Division is responsible for administering the county's federally funded Housing Choice Voucher Program (Section 8), which includes both tenant-based vouchers and project-based vouchers, Moderate Rehabilitation Program, and Veteran Affairs Supportive Housing Program, and is also the housing successor to the former Redevelopment Agencies for the County of Riverside and City of Coachella.
