Workforce Development Center Manager (Supervising Development Specialist)

The County of Riverside's Housing and Workforce Solutions Department is seeking a Supervising Development Specialist to support operations within the Workforce Development Division in Riverside.

This position will serve as Workforce Development Center Manager, overseeing Career Development, the Career Resource Center, and special projects while ensuring programs are effectively delivered to the community.

This position will require Workforce Innovation and Opportunity Act (WIOA) training to staff, reviewing and approving Individual Training Accounts, supporting service files, monitoring regional budgets, and maintaining compliance through case management using CalJOBS.

In this role, the person will lead staff engagement efforts by marketing Workforce & Career Service programs.

The incumbent will authorize all training activities, manage the performance of staff, coordinate the participation in recruitment events such as job fairs and WARN Notifications, while partnering with internal and external stakeholders.

Additional responsibilities include: managing volunteer staff, serving special populations such as veterans and those who are justice-involved, with seamless service delivery.

This position includes complete supervisory responsibilities consisting of, not limited to: staff selection, staff development & training, performance management, and executing disciplinary action, while maintaining a high-performing and customer-focused team.

The model candidate will have strong knowledge of workforce development programs, particularly WIOA, along with experience using systems such as CalJOBS for case management.

The ideal candidate will bring proven leadership and supervisory experience, excellent organizational and analytical skills, and the ability to effectively communicate with diverse populations and community partners.

A successful candidate will be capable of managing multiple programs, budgets, and priorities while motivating their team to maintain a high level of accuracy & compliance, while delivering excellent customer service.
