Administrative Services Analyst I/II - CE
The Human Resources (HR) Department has an opportunity for an Administrative Services Analyst I/II - CE to support the Finance Division in Riverside.
This is a fast-paced, high-volume role critical to keeping County operations running smoothly.
The Administrative Services Analyst I/II - CE will be responsible for supporting Purchasing and Contracts by maintaining service levels and assisting with increasing procurement complexity across County departments.
This position is critical to County operations, supporting 150+ active contracts and managing an average of four competitive solicitations annually, along with contract amendments, renewals, compliance monitoring, and audit support.
The Administrative Services Analyst role is essential to ensuring compliance, efficiency, and risk mitigation in the County's procurement and contracting processes.
This position provides specialized expertise in navigating complex purchasing and contracting requirements governed by County, State, and federal regulations.
The scope of work includes, but is not limited to, the following:
* Regulatory Compliance & Risk Management: The County operates under stringent procurement laws and audit standards.
This position ensures adherence to these regulations, reducing exposure to legal, financial, and operational risks.
* Technical Guidance & Departmental Support: Departments rely on expert advice for procurement methods, contract execution, and compliance.
* Competitive Solicitation & Contract Administration: Managing Requests for Quotes (RFQs), Requests for Proposals (RFPs), bids, and amendments requires specialized knowledge to maintain fairness, transparency, and fiscal responsibility.
This position safeguards the integrity of competitive processes.
* Audit & Policy Alignment: Regular contract reviews and monitoring are essential to address audit findings and maintain policy compliance.
This role ensures timely corrective actions and continuous improvement.
* Coordination & Timely Outcomes: Acting as a liaison with County Purchasing, the ACO, County Counsel, and departments, this position ensures procurement actions are completed accurately and on schedule, supporting operational continuity and service delivery.
The ideal candidate will possess experience thriving in a high-paced, high-volume environment, working effectively as part of a high-functioning team, with exceptional time-management skills and the ability to navigate competing demands.
Four years of experience in purchasing and contracts is highly desired.
Administrative Services Analyst I - CE is a natural progression underfill for the Administrative Services Analyst II - CE.
Incumbents are eligible to promote to Administrative Services Analyst II - CE after obtaining one year of experience as an Administrative Services Analyst I - CE, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements.
