Sr. Administrative Services Analyst
The County of Riverside's Assessor - County Clerk - Recorder is offering an exciting opportunity for a temporary Senior Administrative Services Analyst in our Administration Division, located in Riverside.
This role is integral to d rive impactful decision-making through advanced financial analysis, performance reporting, and strategic planning in support of high-volume, customer-facing operations.
This role leads budget development, evaluates operational efficiency, and delivers clear, data-informed insights to executive leadership.
Essential Duties of the Position
* Conduct complex financial and operational analyses to support customer service and interagency initiatives.
* Design, maintain, and interpret performance dashboards and reports for the division.
* Lead divisional budget and fiscal planning.
* Prepare high-quality written materials that clearly communicate complex analytical findings.
Desired Experience and Education
* Five (5) years of progressively responsible analytical experience in a public or private-sector environment.
* Demonstrated experience working with operational data sources such as call metrics, case/ticket systems, and workflow tools.
* Background in supporting customer-facing operations (e.g., public counters, contact centers, permitting/licensing, human services, courts) using service-level metrics such as wait times, turnaround times, or first-contact resolution
* Advanced experience developing workload and staffing models.
* Proven ability to design, build, and maintain performance dashboards and KPI reporting using tools such as: Excel, Power BI, Tableau
* Experience conducting program evaluations using before/after comparisons and productivity analyses.

The County of Riverside Assessor-County Clerk-Recorder department conducts property assessments, as well as records property filings, marriage licenses, birth certificates and death certificates.
The Clerk-Recorder also performs weddings at its historic chape in Downtown Riverside.• Review and examine on-going expenditures related to operations, approved budgeted items, staffing, and contracts; ensure expenditures comply with budgeted plan.
• Conduct and participate in financial and productivity audits; analyze productivity data; ensure departments are in compliance within requirements.
• Prepare a variety of complex financial reports; write justifications for proposed budget adjustments, request for qualifications, request for proposals, and Form 11s for approval.
• Develop staffing guidelines to monitor human capital; ensure appropriate funding is available for labor allocation.
• Compile and create highly complex statistical reports to ensure operation activities meet departmental requirements of programs or projects.
• Develop contract monitoring tools; evaluate and monitor contractor's performance; evaluate grant requirements.
