Supervising Development Specialist

The County of Riverside's Housing Authority is seeking a Supervising Development Specialist (SDS) to support operations in Riverside.

This role will provide full supervision of Housing Specialists and ensure the smooth operation of programs across multiple service areas.

The SDS will be responsible for addressing complex complaints and concerns, responding to inquiries from the Board of Supervisors, and ensuring timely and accurate completion of HUD-related reports and deadlines.

This position will lead monthly staff trainings, monitor monthly performance reports, and guide staff to maintain compliance with federal and local requirements.

The ideal candidate will have strong experience supervising staff, including familiarity with HR processes such as coaching, performance management, and employee discipline.

The position requires excellent communication and writing skills, as well as the ability to speak confidently in public settings.

A successful candidate will be proactive, organized, and committed to supporting both staff and the community through effective leadership and sound decision-making.

The Housing Authority has been serving Riverside County for over 60 years.• Provide full scope supervision over a professional unit of staff who perform technical and analytical program/project-related work activities based on department assignment or plan; organize and direct workforce development, economic development, housing, or community development projects to ensure adequate program/project management functional support of large-scale projects and/or key program initiatives.

• Determine financial impact and monitor budget of projects; provide recommendations regarding projects to be funded and present justification to administration.

• Maintain working relationships with federal, state, and local agencies, County departments, community groups, and private-sector businesses and developers.

• Maintain program linkages with training institutions, employers and community service agencies.

• Compile and compare project statistical data with established program goals.

• Negotiate, administer and monitor contracts and agreements; supervise Development Specialist staff with regards to specific projects or job training activities by prescribing procedures and methods, scheduling and assigning tasks, monitoring progress, reviewing results, and being responsible for completion of task...
