Accountant I/II - ACO

The County of Riverside's Auditor-Controller's Office, County Payroll Division, is recruiting for an Accountant I/II located in Riverside.

The incumbent will be r esponsible for county-wide payroll processing, including reconciliation of multiple payroll funds and CalPERS accounts.

Additional responsibilities include supporting the payroll interface and general ledger entries, reconciling payroll transactions, calculating overpayments, preparing treasury cash receipts deposits, processing payroll tax payments, managing fringe benefit taxation of county-owned vehicles, reporting payroll tax, and correcting wage and tax statement (W2 and W2C), assist in special projects, audit requests, and variance analysis, serve as a lead on designated assignments.

Incumbent will also utilizes PeopleSoft HRMS and Financials extensively, research guidelines and procedures to implement proper Payroll policies and procedures.

The most competitive candidates will have experience with understanding payroll rules, regulations, laws, union contracts, employer pension contributions (CalPERS) reporting, FLSA, payroll and vehicle taxation, and payroll accounting, lead experience, experience with government fund reconciliation and knowledge of county financial documents (cash receipts, vouchers, journal entries), experience reviewing new/revised payroll laws and implement required change(s), basic knowledge and experience working with Excel spreadsheet applications and experience with PeopleSoft.

The Accountant I is a natural progression underfill for the Accountant II.

Incumbents are expected to promote to Accountant II after obtaining one year of experience as an Accountant I, meeting the education requirement and obtaining a satisfactory performance evaluation.

Failure to promote to the Accountant II class will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period.ACCOUNTANT I ($64,996.83 - $90,175.90 Annually) • Establish, review, revise, and maintain controls on fiscal record-keeping functions.
• Examine and analyze fiscal record-keeping systems and procedures.
• Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices).
• Prepare trial balances, reconciliations, work sheets, and schedules.
• Prepare or assist in the preparation of a variety of accounting, statistical, and narrative reports.
• Review, evaluate, and may assist in the preparation and maintenance of the budget and internal controls.
• Prepare or assist in the preparation of recommendations for the installation of new or revised accounting cost systems, procedures, and records.
• Review the classification and distribution of income and expenditures to proper accounts.
