Job Summary

Perform complex analyses to fiscal operations and substantiate budgetary estimates.

Provide guidance for staff on the preparation and administration of the annual operating budget, budget research projects, and portfolios.

Recommend the allocation of funding based on spending caps and departmental priorities and initiatives.

Answer questions related to complex budget practices and address non-standard issues.

Coordinate the preparation of budget recommendations and compile budget information for presentations of proposed budgets to leadership.

Monitor the disbursement of departmental appropriations, identifying deficiencies.

Develop and implement performance measures, revenue measures and projections, and expenditure projections.

Knowledge, Skills and Abilities

· Knowledge of the principles and practices of program performance budgeting, governmental accounting, and general public administration.

· Knowledge of applicable financial analysis principals, methods, practices, and procedures, including organizational analysis and cost benefit analysis.

· Ability to prepare and present complete, clear, and accurate financial and budgetary information.

· Skill in utilizing the Microsoft Office Suite, including Excel, Office, SharePoint, Word, and PowerPoint.

· Ability to work independently and provide guidance to staff addressing analytical and technical challenges.

· Skill in executing advanced data collection, synthesis, analysis, reporting, and development of recommendations to support functional area(s), where analysis is based on diverse or non-standard problems.

· Ability to work independently and collaborate with team members, mid-level leadership, and potentially senior leaders to drive accuracy and precision in analysis.

· Knowledge of diverse analytical practices to independently perform moderate to complex studies and continually adopt new methods.

Minimum Qualifications

• Graduation from an accredited college or university with a Bachelor's Degree or higher and

• Four (4) years of budgeting or directly related experience or

• An equivalent combination of education and/or experience.

Physical Requirements

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.

Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
