Job Summary

 

The Safety and Compliance Specialist serves as a central resource for CORE Electric Cooperative’s safety operations.

Responsible for regulatory compliance, and data management within the safety department.

The responsibilities of this position include the design and administration of departmental databases, coordination of safety communications, and oversight of regulatory compliance with FMCSA, DOT, and workers compensation requirements.

The Specialist oversees safety software platforms, facilitates training programs, and supports incident investigations.

By integrating technology, regulatory oversight, and cross-departmental coordination, this position plays a key role in strengthening CORE’s safety culture and operational resilience.

 

Essential Duties and Responsibilities


* Administer and maintain departmental databases including Safety Observations, Near Miss, Hazard Identification, and Incident records.


* Ensure compliance with Federal Motor Carrier Safety Regulations (FMCSR) by maintaining driver qualification files and associated documentation, including:
+ Motor Vehicle Records (initial and annual)
+ Medical examiner’s certificates (and registry verification)
+ Drug & Alcohol Clearinghouse queries
+ Expiration tracking for licenses, medical certificates, and annual reviews
+ Annual MVR and violation list reviews with documented findings
+ Notification to drivers and supervisors of upcoming expirations or compliance needs



* Coordinate drug and alcohol testing for CDL and non-CDL drivers (random, reasonable suspicion, post-accident, return-to-duty, and follow-up testing).


* Maintain confidentiality and ensure documentation meets regulatory and audit requirements.


* Administer safety software systems:
+ Provide user training, develop reference guides, and manage user access.
+ Collaborate with IT and vendors to enhance system functionality.
+ Develop reports and dashboards for safety metrics and compliance tracking.


* File first reports of injury with workers’ compensation carriers and track corrective actions to resolution.


* Prepare monthly reports, including OSHA rates, incident statistics, and safety performance indicators.


* Coordinate safety communications and branding:
+ Develop internal and external safety content.
