Associate/Senior Planner - TLMA Advance Planning

The County of Riverside's Transportation and Land Management Agency (TLMA) Planning Department is seeking a motivated and detail-oriented Associate/Senior Planner to join our Advance Planning Division.

This position will play a key role in supporting the County's long-range planning initiatives, including General Plan updates, housing policy, sustainability initiatives, and regional planning projects.

The ideal candidate will have a solid understanding of land use planning principles and California planning laws (e.g., CEQA, Housing Element Law) and will demonstrate strong skills in communication, analysis, and project management.

The role calls for a candidate who embraces collaborative planning and commitment to public service.

The level at which the position will be filled is at the Department's discretion and is contingent upon the candidate's experience, qualifications, and educational attainment.

Meet the Team!
The Planning Department is responsible for Riverside County's General Plan, a comprehensive long-range plan intended to guide the growth and development of unincorporated areas within the County.

This department formulates growth management plans and zoning for the County.Depending on the classification level (Associate or Senior), responsibilities may include but are not limited to:

Long-Range Planning & Policy Development


* Assist with the preparation, implementation, and maintenance of the County's General Plan, Community Plans, and related policy documents.


* Conduct research, analyze data, and prepare reports on population, housing, land use, and environmental trends.


* Assist in drafting and updating ordinances, zoning code amendments, and development standards to align with long-range planning goals.

Project Management & Coordination


* Manage or support consultant contracts for complex planning studies, community plans, and environmental analyses.


* Lead or assist with major planning initiatives, including General Plan updates and long-range planning projects.


* Coordinate with other County departments, regional agencies (e.g., SCAG, WRCOG), and community stakeholders.

CEQA and Environmental Review


* Assist with program-level CEQA documents for General Plan amendments, community plans, and Countywide initiatives.


* Review and analyze environmental impact reports, technical studies, and related documentation.

Community Engagement


* Participate in public outreach, workshops, and public hearings to communicate planning initiatives.


* Prepare staff reports and present findings to the Planning Commission, Board of Supervisors, and other public bodies.

Technical & Analytical Work


* Utilize GIS, demographic data, and forecasting models to support planning projects.


* Conduct policy analysis on housing, transportation, infrastructure, and environmental issues.
