Tax Enforcement Investigator l/II

The Riverside County Treasurer-Tax Collector is seeking a Tax Enforcement Investigator I/II who will be assigned to the Tax Enforcement Unit.

The selected candidate will be responsible for collecting delinquent unsecured property taxes on assets such as business personal property, mobile homes, boats, aircraft, and possessory interests.

This includes conducting fieldwork, contacting taxpayers by phone and in person, setting up payment arrangements, and enforcing collections through bank and property seizures when necessary.

The role requires strong investigative and research skills to locate taxpayers and their assets using public records, tax rolls, and bankruptcy files.

The candidate will also prepare reports for hearings or litigation and assist with various collection activities including DMV holds, State Intercept programs, secured tax collection, and tax sale postings.

This position plays a critical role in supporting the enforcement of local revenue collection efforts.

This position requires operating county vehicles to visit taxpayers' properties in the field and request payment.

The most competitive candidate will have prior experience in tax collection or debt recovery, with a strong understanding of tax codes and legal procedures.

They will possess excellent investigative skills, be able to locate hard-to-find taxpayers and assets, and have experience negotiating payment arrangements.

The ideal candidate will be comfortable with fieldwork, including property and bank seizures, and be skilled at preparing reports for hearings or litigation.

Strong communication, problem-solving, and organizational skills are essential, as well as the ability to work collaboratively and adapt to changing needs.

This class is distinguished from the Senior Tax Enforcement Investigator in that the latter is responsible for supervising and participating in the activities of the Unsecured Property Tax Division.

Incumbents of Tax Enforcement Investigator I are expected to promote to the next higher level of Tax Enforcement Investigator II after acquiring the necessary experience and demonstrating satisfactory job performance
