Manager, Contingent Workforce

As a Manager, Contingent Workforce at RXO, you’ll be accountable for developing, managing, and optimizing the company’s contingent labor program.

This role oversees vendor relationships, ensures compliance with labor regulations, and partners with business units to strategically fulfill temporary workforce needs.

The ideal candidate has strong program management experience, vendor negotiation skills, and a deep understanding of contingent labor models, such as staffing agencies, independent contractors, and Statement of Work (SOW) engagements.

What your day-to-day will look like:


* Program Management: Design, implement, and manage the contingent workforce strategy, ensuring alignment with organizational goals.


* Vendor Management: Build, manage relationships, and optimize performance with contingent labor suppliers.


* Compliance: Ensure adherence to labor laws, internal policies, and classification standards (e.g., W2, 1099, SOW).


* Operational Efficiency: Drive metrics and KPIs to measure the effectiveness and cost-efficiency of the contingent workforce program.

Identify areas for improvement.


* Stakeholder Collaboration: Partner with Human Resources, Legal, Procurement, and hiring managers to forecast needs and ensure timely, compliant onboarding of contingent workers.


* Technology Management: Oversee the maintenance and enhancement of SimplifyVMS , RXO’s Vendor Management Systems (VMS).

Drive some partnership with HRIT and other stakeholders to ensure success of other integrated tools.


* Budget Oversight: Track spend and provide regular reporting to leadership on cost savings, headcount, and supplier performance.

What you’ll need to excel:

At a minimum, you’ll need:


* Bachelor's degree or equivalent related work or military experience


* 5+ years of experience in contingent workforce program, contingent workforce vendor management or recruiting experience in an agency or corporate environment.


* Experience managing a Vendor Management System (VMS).


* Knowledge of contingent labor regulations (e.g., co-employment , worker classification).

It’d be great if you also have:


* CCWP


* Experience in supporting a Light Industrial/High Volume Contingent Workforce Programs



* Excellent communication skills to partner and deal effectively with individuals and groups within and outside the organization
