Supervising Recycling Specialist

The Riverside County Department of Waste Resources has an opportunity for a Supervising Recycling Specialist in Moreno Valley.

The Supervising Recycling Specialist will supervise and support staff by assigning projects, reviewing work quality, and developing procedures to meet departmental goals; conduct research and analyze legislation, data, and program effectiveness related to recycling, sustainability, and waste management; manage grants and funding programs, oversee recycling databases, and prepare detailed reports and correspondence; collaborate with other agencies, lead public outreach efforts, and assist with staffing, training, and policy development.

The Department desires candidates with knowledge of the California Integrated Waste Management Act of 1989 and subsequent legislation (AB 939, et seq.) and principles of supervision.

Grant and recycling project management experience is highly desired.

Incumbents report to a Program Administrator, Deputy Director, or other management level position.

The Supervising Recycling Specialist is the working supervisor level in the Recycling Specialist series.

The Supervising Recycling Specialist is characterized by the responsibility for supervising and coordinating the work of professional and support staff, and for performing the most difficult and complex assignments related to recycling, source reduction and related analysis.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.• Organize and supervise the work of subordinate professional and support personnel; assign recycling projects, studies or research.

• Establish work load priorities and review work of subordinates for quality in accordance with accepted standards and achievement of goals and objectives of the department; develop written procedures related to work of staff.

• Participate in the analysis of proposed or adopted legislation and regulations pertaining to solid waste, recycling, sustainability, and related activities to determine the potential or actual impact on Waste Management programs; analyze results of research, present conclusions and develop and revise work processes as needed to accomplish the work.

• Plan, organize and coordinate research, including the development of research models to measure the effectiveness of departmental programs designed to address recycling, sustainability and other waste management related topics.

• Confer with personnel from other divisions, departments and outside agencies in obtaining needed data for reporting purposes.
