Engineering Project Manager - TLMA Transportation
The County of Riverside's TLMA Transportation Department, Engineering Plan Check Division, is seeking an Engineering Project Manager to oversee the Development Section located in Riverside, CA.
This position will lead a team of engineers and technicians responsible for reviewing traffic studies, street improvement plans, grading plans, and water quality management plans.
The Engineering Project Manager will be responsible for planning, organizing, and directing the work of engineering staff, while coordinating efforts with other divisions, departments, and agencies.
Additional responsibilities include performing highly complex engineering work, managing assignments, overseeing quality assurance, and reviewing traffic studies, improvement plans, and other development-related technical studies.
The incumbent will also interpret and apply project conditions, state laws, ordinances, and policies during project reviews, and represent the department at public meetings, including Planning Commission and Board of Supervisors meetings.
Ideal candidates will have advanced knowledge and expertise in traffic studies, street design, and land development.
Competitive candidates will also have experience with traffic modeling tools such as SCAG, RivTam, and RIVCO, a solid understanding of the Americans with Disabilities Act (ADA) and its application to public rights-of-way, and familiarity with federal, state, and local laws affecting private development projects.
Experience in plan check engineering, including reviewing grading plans, water quality management plans, and street improvement plans, as well as knowledge of the County's development review process, is highly desirable.

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.• Plans, organizes, directs and reviews the work of professional and technical staff, and consultants involved in the planning, environmental and regulatory processing, scheduling, design, operation, administration and construction of multiple, major Public Works Improvement Projects.
• Plans, prepares, and participates in consultant selection for design and construction engineering services for Public Works Projects and Programs; negotiates the scope, budget, and schedule with consultant firms and prepares the negotiated contract agreement for Board of Supervisor's approval; directs, reviews, and approves the preparation of the Project Management Plan; prioritizes and schedules major activities to ensure the most effective use of staff and equipment.
