Supervising Development Specialist
The Housing Authority of the County of Riverside is seeking to fill a Supervising Development Specialist located in Riverside, CA.
The selected candidate will oversee contracts and procurement programs for the department, including negotiating contract terms, presenting contracts for board approval, and ensuring compliance with program management standards.
Additionally, this role will supervise property managers overseeing affordable housing assets owned by the Housing Authority.
The Supervising Development Specialist will ensure that staff, affordable housing developers, and property managers adhere to state, federal, and program policies.
Responsibilities also include conducting on-site residential property visits and facilitating conflict resolution.
Other duties may be assigned as needed.
The department highly desires candidates who have experience in managing contracts and procurement.
Someone with experience with the housing choice voucher program; professional customer service, communication, writing, analytical, and organizational skills; and have the drive to lead persons toward achieving goals.

The Housing and Workforce Solutions Department (HWS) is comprised of 6 Divisions: Community Action Partnership Agency, Continuum of Care, Housing Authority of the County of Riverside, Community and Housing Development, Workforce Development, and HWS Administration.
The mission of HWS is to enhance the economic position of the county and its residents, improve the quality of life, encourage business growth, build a positive business climate, develop a trained workforce, improve existing communities, offer a variety of housing opportunities, and maintain the environment.Provide full scope supervision over a professional unit of staff who perform technical and analytical program/project related work activities based on department assignment or plan; organize and direct workforce development, economic development, housing, or community development projects to ensure adequate program/project management functional support of large-scale projects and/or key program initiatives.
Determine financial impact and monitor budget of projects; provide recommendations regarding projects to be funded and present justification to administration.
Maintain working relationships with federal, state and local agencies, County departments, community groups, and private-sector businesses and developers.
Maintain program linkages with training institutions, employers and community service agencies.
Compile and compare project statistical data with established program goals.
