Agency Program Supervisor

The Transportation and Land Management Agency (TLMA) has an opening for an Agency Program Supervisor (APS) located in Palm Desert.

The Agency Program Supervisor will be responsible for front counter operations and managing supervising and senior land use tech, clerical, and accounting staff.

This role will also involve handling special projects.

Key responsibilities include providing counter services supervision, attending community meetings, and developing presentations, training sessions and workshops for both staff and community members on processing Building Permits.

Additionally, the APS will establish online permit processing procedures while providing guidance to customers and staff, training; provide assistance to front counter staff where needed further identifying areas for possible improvement and/or procedural changes.

And will manage workloads of staff while establishing staff/employee expectations in a supervisory capacity.

The Department desires candidates that have experience with permit issuance and inspection, must have knowledge of policy and procedure.

Candidates with a background in planning and zoning in addition to jurisdiction (over local government) experience are highly desired.

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments.

They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department and the Administrative Services Department.• Direct, train, and evaluate front counter technical and clerical staff, ensuring adherence to TLMA policies and procedures.

• Develop work standards and counter service policies, aligning them with the agency's broader goals and objectives.

• Serve as a liaison for community groups, private industry, and government agencies to resolve issues and coordinate program execution.

• Oversee TLMA services such as permits and land use inspections, ensuring quality and compliance with regulations.

• Assist the regional office manager in preparing and monitoring the agency budget, ensuring expenditures are aligned with goals.

• Provide technical guidance on counter directives and suggest improvements to systems, processes, and programs.

• Evaluate staff performance, conduct performance reviews, and implement training to maintain alignment with TLMA standards.

• Prepare and present reports and summaries to elected officials, agency executives, and the public; represent the agency at hearings, workshops, and conferences.

• Lead special projects within the 4th District Supervisory District, ensuring timely and successful execution.
