Development Specialist III

The Riverside County Department of Housing & Workforce Solutions (HWS), Community and Housing Development is seeking to fill one Development Specialist III (DS III) position located in Indio.



*This position will require travel throughout the County of Riverside



*This position will require Bilingual Spanish - Level I

The selected candidate for the Development Specialist III will be required to create staff reports, perform environmental reviews, manage development projects, and perform inspections of various development sites.

Incumbents will also be responsible for both State and Federal affordable housing program grant writing and management and the drafting of loan and grant agreements for affordable housing development.

The most competitive candidates will have knowledge of and experience Federal and State grant writing, loan and grant drafting, report writing related to form 11, the Consolidated Annual Performance Evaluation Report (CAPER) and the County consolidated Annual and Five-Year Action Plan.

Additionally candidates will also have experience performing inspections.

Can you see yourself here?• Represent the department at meetings and conferences with citizens, the media, community organizations, advisory boards, cities, independent districts, the Board of Supervisors, and other County, state and federal agencies.

• Evaluate and recommend changes to procedures and operations to improve program efficiency.

• Analyze proposed and existing federal, state and local legislation to determine impact to programs.

• Respond to inquiries from groups or individuals about specific areas of expertise and resolve complaints when necessary.

• Perform complex research and analytical duties in the development of plans, projections, recommendations, and statistical and narrative reports.

• Prepare and monitor compliance and/or billing reports in relation to area of assignment.

• Assist in monitoring program expenditures; coordinate billings, receipts and reporting requirements; administer and monitor projects or program operations and related budgets; monitor and implement marketing plans and budgets.

• Serve in a lead capacity over other Development Specialist positions and support staff.

• Work on projects and programs closely with Economic Development, Housing, Community Development, and Workforce Development; assist the business community by providing site location information and consultation regarding planning and coordinating project review and permit processing arrangements.
