REGIONAL MANAGER, SELF SUFFICIENCY and ASSISTANCE PROGRAMS

The County of Riverside's Department of Public Social Services (DPSS) seeks to fill a Regional Manager, Self Sufficiency and Assistance Programs position.

This position will be assigned to both the Coachella and Blythe offices, with incumbents required to work at each location two days per week.

This position is responsible for supervising subordinate supervisors within Self-Sufficiency programs, which may include CalFresh, CalWORKs, Child Care, Employment Services (Welfare-to-Work), Homeless Programs, Medi-Cal, and Community Outreach.

The selected candidate will be responsible for reviewing and evaluating program operations, overseeing staffing and personnel matters, and providing program expertise to staff.
Competitive candidates will have a strong foundational knowledge of Self-Sufficiency programs, specifically Medi-Cal, CalWORKs, and CalFresh, along with substantial supervisory experience.

Additionally, experience with CalSAWS and proficiency in Microsoft Office are highly desirable.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution.

Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

jfc: 43406102• Plan, coordinate and manage, through subordinate supervisors, all temporary assistance, Welfare-to-Work or Foster Care units within the Department of Public Social Services Administration or a specific geographical region.

• Review and analyze legislative changes to determine impact; develop new policies or approve the revisions of existing policies and procedures and disseminate this information.

• Review and evaluate program operations and recommend modifications to develop a more efficient operation; review the work of subordinate staff to assure the accomplishment of program goals, efficient staff performance and program compliance; confer with subordinate supervisory personnel and other staff on policy, program and procedure modifications.

• Provide direction and guidance on the most difficult program problems.

• Prepare a variety of narrative and statistical reports for administrative staff concerning performance standards; prepare correspondence and other reports as required; monitor workload and staffing needs and reallocate staff between units to ensure coverage; monitor and control expenditures of subordinate units.
