Compliance - Testing Program Governance and Oversight - Director

As a Testing Governance ED in Risk Management and Compliance, you will be responsible for supporting the governance and monitoring day-day execution of the testing program.

You will ensure that compliance testing activities are conducted effectively, consistently, and in accordance with regulatory requirements and internal policies.

You will work closely with various stakeholders across First Line of Defense and Compliance Conduct and Operational Risk (CCOR) to develop test plan, testing strategies, implement robust governance frameworks, including senior management reporting and escalation.

The primary responsibility of the CCOR Testing Program Governance and Oversight (TPGO) Team, which sits in the 2LOD and reports through the Firm's Chief Compliance Officer and Firmwide Risk Executive for Compliance and Operational Risk, is to provide independent oversight of the M&T Program, including the TCoE and testing performed in CCOR.

The TPGO Team's responsibilities include, but are not limited to:


* Define and maintain this Standard and TPGO Procedure.


* Review and approve the Testing Plan to confirm it meets the requirements set forth in this Standard.


* Oversee required reporting to confirm compliance with this Standard and monitor for concerns (e.g., conditions that risk completion of the testing plan).


* Serve as the central escalation point for M&T Program issues and concerns (e.g., unresolved test results, disputes related to issue severity, adequacy of test coverage and test-related artifacts).


* Resolve escalations which require interpretation of this Standard.


* Review testing training prior to distribution and monitor satisfactory completion.


* Provide oversight and credible challenge of the Testing CoE capacity plan.

Job Responsibilities


* Help develop and maintain governance frameworks for the testing program.

Ensure testing methodologies are current with regulatory changes, robust, consistent, and aligned with industry best practices.


* Ensure testing activities are aligned with regulatory requirements and executed according to the internal policies, Standards and Procedures.


* Monitor, and report on the effectiveness of the testing program to senior management and relevant committees.


* Facilitate Audits and global regulatory exam responses focused on Testing Program.


* Collaborate with CCOR, and business units to identify key risks and develop testing strategies.
