Technical Surveillance Countermeasures Analyst (TSCM)

Description & Requirements

We are seeking a skilled Technical Surveillance Countermeasures (TSCM) Professional to support our client's mission-focused operations in a dynamic and challenging environment in Bethesda, MD.

The ideal candidate will possess the expertise to develop and implement TSCM capabilities, conduct technical and physical security assessments, and provide technical support for counterintelligence (CI) and insider threat investigations.

This role requires regular communication with executive leadership and the ability to address matters of critical importance to the organization and its projects.

Primary Responsibilities:

• Develop, implement, and maintain comprehensive TSCM programs.

• Conduct physical and technical assessments to identify vulnerabilities and recommend mitigation strategies.

• Perform Technical Surveillance Countermeasures inspections.

• Conduct TEMPEST surveys/assessments and recommend mitigations.

• Perform acoustic testing to determine ICD 705 waiver requirements.

• Research and develop security policies and instructions at both Agency and ICD levels.

• Evaluate medical devices and provide recommendations for approval or mitigation strategies.

• Conduct radio frequency (RF) direction-finding missions to identify unauthorized transmitting devices.

• Serve as a technical security subject matter expert (SME) in IC working groups.

• Develop and disseminate workforce education materials related to counterintelligence and security.

Basic Qualifications:

• Active TS/SCI clearance with CI Polygraph.

• TSCM certification with demonstrated experience in TEMPEST assessments.

• Expertise in radio frequencies, direction-finding procedures, wireless communications, and general TSCM processes and procedures.

• General knowledge of counterintelligence investigations, insider threat operations, physical security and anti-terrorism requirements, cyber security, digital forensics, and IT infrastructure.

• A Bachelor's degree and 8-12 years of relevant experience, or a Master's degree with 6-10 years of relevant experience (final level determined based on skills, education, and experience).
