Senior Flood Control Contracts Analyst

ABOUT THE POSITION

The Riverside County Flood Control and Water Conservation District has an exciting opportunity for a Senior Flood Control Contracts Analyst position to join their Emergency Management Section located in Riverside.

In this role, the successful candidate will be primarily responsible for the preparation, submission, and tracking of Lands, Easements, Right-of-Way, Relocations, and Disposal Areas (LERRD) claims for credit packages to the U.S.

Army Corps of Engineers (USACE), as well as subvention reimbursement request packages to the State of California Department of Water Resources.

Additionally, this position may involve responding to Public Records Act requests and providing support for litigation management activities.

The ideal candidate will possess strong organizational skills, attention to detail, and the ability to work independently while ensuring compliance with various regulatory and contractual requirements.

The ideal candidate for the Senior Flood Control Contracts Analyst position should possess a strong background in contracting principles, with experience in writing, reviewing, and editing business documents such as right-of-way documents, contracts, agreements, project scopes, and related correspondence.

The candidate must have the ability to read, understand, interpret, and apply contractual language, and effectively prioritize, monitor progress, and manage multiple tasks or projects simultaneously.

Regular exercise of discretion and independent judgment within defined policies is essential, as is the ability to understand and interpret laws and regulations.

The ideal candidate should have strong writing skills, an understanding of contracting terms, and excellent analytical problem-solving abilities.

Effective verbal and written communication skills are a must, along with strong interpersonal skills for interacting with personnel at all organizational levels and members of the general public.

A keen attention to detail is critical, as is the ability to plan, execute, and deliver tasks in a timely manner with minimal supervision.

Intermediate proficiency in Microsoft Word, Microsoft Excel, Adobe/Bluebeam PDF, and a working knowledge of Outlook, the Internet, and database software are required.

The candidate must be self-directed, organized, and able to take initiative.

Experience with litigation management and/or responding to Public Records Act requests is also desirable.

The chosen candidate will have familiarity with Lands, Easements, Right-of-Way, Relocations, and Disposal Areas (LERRD) requirements, and experience in land development, real estate, or a related field is considered a plus.

The individual should also have the ability to read and interpret insurance-related documents, as well as the capability to comprehend and write both technical and non-technical language in a clear and concise manner.

This skill is essential for preparing documentation intended for public agencies and clients.
