Administrative Services Analyst II - Emergency Management Department
ABOUT THE POSITION
The County of Riverside Emergency Management Department is seeking to fill an Administ rative Services Analyst II position within their Business and Finance division in Riverside.
This position will require the incumbent to work in-person on weekends, night shifts, and holidays during emergency/disaster-related operations.
As an Administrative Services Anal yst II, the incumbent will assist management by providing a wide variety of administrative support services; manage grants and reimbursements accordingly; conduct complex and difficult research and analytical studies involving budgetary and/or operational processes and programs; make recommendations for the development, implementation, and improvement of departmental operations, services and programs, and/or budgetary expenditures; perform other related duties as required.
Competitive applicants will possess:
* Experience working in an emergency management environment/industry.
* Grant management experience, reviewing reimbursement expenditure reports and compiling reimbursement claims in accordance to grant eligibility requirements.
* Experience preparing and submitting reimbursement requests to the Federal Emergency Management Agency (FEMA) or other public disaster recovery agencies.
* Intermediate to advanced proficiency with Microsoft Excel and other financial software.

The Riverside County Emergency Management Department (EMD ) is a public safety department that includes Emergency Planning Division (EPD), the Riverside County Emergency Medical Services Agency (REMSA) and the Emergency Services Division (ESD).
EMD coordinates emergency management and emergency medical services in order to mitigate, prevent, prepare for, respond to, and recover from emergencies and disasters.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, coordinate and conduct studies of administrative, operational facilities management activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow and space utilization.
• Develop reports and recommendations for appropriate action based on the analysis of gathered data.
• Prepare or assist in the preparation and/or review of budgets by analyzing need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; review financial data on an on-going basis to ensure conformance with established guidelines; examine and make recommendations for the transfer of funds.
