Code Enforcement Officer I/II

ABOUT THE POSITION

The County of Riverside's Code Enforcement Department has an opening for a Code Enforcement Officer I/II in the Palm Desert location.

This recruitment may be used to fill current and future vacancies throughout the Desert locations of Riverside County.

The incumbent will ensure compliance with County land use, housing, zoning, abatement, nuisance codes and ordinances and state laws by receiving, recording, and investigating complaints regarding non-compliance.

The selected candidate will perform code compliance investigations by researching applicable records and databases; conferring with other departments, agencies, or entities, as needed; contacting property and business owners to schedule and conduct site inspections.

The departments seeks applicants with knowledge of State laws, municipal and County codes and ordinances governing land use and zoning; the elements of planning and zoning; techniques of investigation, including interviewing and fact finding related to code and ordinance compliance.

Certification as a Code Enforcement Officer from a state recognized organization is highly desired.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

TLMA

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for seven county departments.

They are the Planning Department, Building & Safety Department, Aviation, Transportation Department, Code Enforcement Department , Environmental Programs Department, and the Administrative Services Department.

EXAMPLES OF ESSENTIAL DUTIES

• Ensure compliance with County land use, housing, zoning, abatement, nuisance codes, and ordinances by receiving, recording, and investigating complaints regarding non-compliance.

• Perform complex code compliance investigations and resolve sensitive compliance complaints or requests; may serve in a lead capacity while out in the field or advise other Code Enforcement Officers.

• Contact property and business owners to schedule and conduct on-site inspections; advise residents, businesses, and other parties of ordinance requirements and seek to gain voluntary compliance through information and education efforts.

• Document code and ordinance non-compliance by taking photographs, measurements, and recording all pertinent information from the parties involved; issue notices of non-compliance and when necessary, citations; prepare clear, concise, and comprehensive files, records, reports, and correspondence.

• Maintain records of inspections and compliance efforts; prepare required documentation for legal actions; may testify in court or administrative proceedings regarding code or ordinance non-compliance; perform follow-up actions as needed to ensure compliance.

• Confer with related agencies and County departments on disposition of complaints and code non-compliance.
