Development Specialist III

ABOUT THE POSITION

The Riverside County Department of Housing & Workforce Solutions (HWS) is currently seeking qualified candidates for the Development Specialist III (DS III) position located in Riverside.

This posting may also be used to fill future Development Specialist III (DS III) positions within HWS throughout Riverside County.

The selected candidate for the DS III Procurement & Contracts Specialist role will serve the Workforce Development Division (WDD) and take the lead in overseeing WDD procurement processes, including requests for proposals (RFPs), requests for quotations (RFQs), Single Source Justifications (SSJs), contracting, expenditure management, and invoicing.

Additionally, the DS III will be responsible for managing ad-hoc projects related to various WDD initiatives and negotiating contracts and agreements for the department.

The most competitive candidates will possess knowledge of and experience with government-funded employment programs, project management, and intermediate to advanced proficiency in MS Office Suite programs.

Strong communication and organizational skills, report writing abilities, critical thinking, analytical skills, and meeting facilitation capabilities are essential.

The department seeks candidates with previous experience in PeopleSoft Financials, procurement of state and federal contracts, monitoring and reviewing government contracts, managing employment programs for disadvantaged and/or underserved populations, and analyzing sources and expenditures of government grants and other financing funds.

This position will require the incumbent to travel to various offsite locations as needed.

EXAMPLES OF ESSENTIAL DUTIES

• Represent the department at meetings and conferences with citizens, the media, community organizations, advisory boards, cities, independent districts, the Board of Supervisors, and other County, state and federal agencies.

• Evaluate and recommend changes to procedures and operations to improve program efficiency.

• Analyze proposed and existing federal, state and local legislation to determine impact to programs.

• Respond to inquiries from groups or individuals about specific areas of expertise and resolve complaints when necessary.

• Perform complex research and analytical duties in the development of plans, projections, recommendations, and statistical and narrative reports.

• Prepare and monitor compliance and/or billing reports in relation to area of assignment.
