Contracts and Grants Analyst - First 5

ABOUT THE POSITION

The Riverside County Children & Families Commission - First 5 Riverside County is seeking qualified Contracts and Grants Analysts for their Riverside location.

The Contracts and Grants Analyst will be responsible for planning, coordinating, directing, and evaluating contract and grant functions, as well as the associated support services that depend on grant funding or contract services for essential operations.

This role involves developing contracts and grants to procure professional services, consultant services, products, or to fund programs.

The Analyst will also develop and administer related policies and procedures, assuming primary responsibility for the day-to-day operations involving procurement, contract writing and negotiations, and grant writing.

The incumbent must write clearly and accurately to identify and describe technical procedures, service delivery methodologies, and billing procedures.

Additionally, they must be able to read, understand, interpret, and apply provisions of federal, state, and local legislation and regulations pertinent to contractual agreements for services.

Strong communication skills and techniques for contract negotiations are essential.

The role also demands the ability to analyze and evaluate contracts, budgets, grant proposals, government grants, and contractors' performance and compliance, as well as problem-solving and resolving differences between contractors and the department.

The Analyst will also need to direct and supervise the work of others, monitor contract services, and ensure quality and adherence to model fidelity.

This position requires the incumbent to travel throughout the county as needed.

The Children & Families Commission - First 5 Riverside County seeks candidates with experience in grant writing and proposals to support program development and implementation, contract development, public sector procurement, budget development and fiscal monitoring, tools and practices for continuous improvement of operations, and efforts to promote sustainability.

First 5 Riverside also receives state and federal funding to support community programs and initiatives to meet the goals and objectives of the Strategic Plan.

In partnership, First 5 has oversight of the County's Family Resource Centers, which serve as a hub for community services aimed at improving outcomes and quality of living for families in these communities, particularly for overburdened and disadvantaged families and children.
