Plans Examination Manager

Hiring Range: $45.46 - $57.58 hourly Salary Range: $45.46 - $63.64 hourly SummaryUnder the limited supervision of the Director of Planning and Development, the Plans Examination Manager performs professional residential and commercial building plan review for compliance with International Code Council (ICC) codes, Town amendments, ordinances, and other applicable requirements.

Supervises permitting staff and is responsible for workload coordination, quality assurance, employee development, customer service, and consistent permit-processing practices.

Serves as a technical resource to applicants, builders, contractors, staff, and the public.

Essential Duties and Responsibilities:The list below is intended to illustrate the responsibilities of the position and is not all-encompassing.

Reviews residential and commercial construction plans, specifications, calculations, and supporting documents for compliance with adopted building codes, Town amendments, ordinances, and applicable standards.

Identifies code deficiencies and prepares clear, accurate, and consistent written plan-review comments; communicates required corrections to applicants and design professionals.

Conducts follow-up reviews of resubmitted plans and coordinates the resolution of complex or disputed code issues with the Chief Building Official.

Provides technical assistance regarding code requirements, permit procedures, submittal requirements, and plan-review processes to contractors, architects, engineers, property owners, staff, and the public.

Performs or supports over the counter and expedited plan review for qualifying projects within established authority.

Coordinates with Planning and other reviewing agencies or departments to support an integrated development review process.

Supervises permitting staff, including assigning and reviewing work, establishing priorities, monitoring workload distribution, conducting performance evaluations, coaching employees, supporting corrective action when appropriate, and participating in hiring and onboarding processes.

Establishes and maintains consistent workflows, procedures, quality-control practices, customer service expectations, and documentation standards.

Monitors permit processing and plan review workload, turnaround times, service levels, and other performance measures; identifies process improvements and provides routine reports to the Director of Planning and Development.

Trains and mentors permitting staff in permit intake, code-related research, over-the-counter review within delegated authority, customer service, records, software, and related procedures.
