Tank Barge Maintenance Operations Manager
I.
BASIC FUNCTION
The Tank Barge Maintenance Operations Manager provides daily leadership for all tank barge maintenance operations.
The role serves as the department's primary tank barge technical subject-matter expert, leads all tank barge field personnel, and creates clear accountability from technical decision-making, maintenance planning, and project execution.
This manager establishes consistent standards, resolves maintenance issues, develops field capability, and ensures tank barges are maintained and prepared to meet operational, safety, regulatory and commercial expectations.
II.
KEY ACCOUNTABILITIES & RESPONSIBILITIES
A.
Lead and manage Tank Barge Superintendents to perform all required routine maintenance on the tank barge fleet to ensure compliance and serviceability.
* Own TBSIP program and ensure regulatory compliance for all routine maintenance.
* Lead tank barge maintenance operations through the Tank Barge Superintendent team.
* Establish operating rhythms, priorities, escalation paths, and performance expectations for tank barge superintendents.
* Coordinate maintenance planning and execution across locations to balance commercial needs, available resources, operational schedules and risk.
* Review significant maintenance scopes, repair recommendations, and execution plans to ensure sound technical and business decisions.
B.
Lead and manage Barge Project Managements to perform all major outages on the tank barge fleet.
* Provide direct leadership and oversight for Barge Project Managers.
* Establish consistent project-management expectations for scope development, planning, budgeting, scheduling, change control, documentation, and closeout.
* Review project priorities, resource requirements, execution plans, cost and schedule performance, and emerging risks to support timely decisions and effective escalation.
* Coach and develop Project Managers while strengthening accountability, consistency, and project-delivery capability across the department.
C.
Serve as a department subject-matter expert and escalation point for tank barge maintenance and repair decisions.
* Provide technical guidance on maintenance standards, condition assessments, mechanical failures and repair methods.
* Ensure maintenance and readiness practices align with applicable regulatory requirements, company standards and safety expectations.
D.
Develop Team Leadership & Capability
* Lead, coach, and develop regional leaders while creating consistent expectations and accountability across all tank barge maintenance operations.
* Build technical depth, succession readiness, and cross-regional coverage for critical maintenance and readiness capabilities.
* Establish competency expectations and training priorities for superintendents and readiness technicians.
