HWS Payroll Analyst I/II

The County of Riverside's Housing and Workforce Solutions (HWS), Administrative Team, is seeking to fill a vacancy for a HWS Payroll Analyst I/II (Administrative Services Analyst I/II) located in Riverside, CA.

The selected HWS Payroll Analyst will manage payroll operations for five divisions, supporting approximately 385 authorized positions, including temporary employees and interns.

They will review timesheets, verify hours worked, maintain payroll records, and ensure compliance with state and local leave laws.

The analyst will process payroll adjustments, conduct audits using PeopleSoft, and collaborate with Human Resources to monitor and report on leaves of absence, including FMLA and disability leave.

Additionally, they will assist with new hire onboarding, provide payroll-related training, and offer strategic recommendations to enhance payroll processes.

Success in this role requires strong attention to detail, analytical thinking, and excellent organizational and communication skills.

Competitive candidates will possess experience with PeopleSoft or similar software systems, payroll processing within a unionized environment, interpreting contracts and legal language, knowledge of various leave types and payroll-related laws, analyzing large datasets using Excel, and creating reporting.

Additionally, they will possess strong critical thinking skills, strong written communication skills, the ability to work independently and make strategic decisions, and a calm and professional demeanor in all interactions.

Certification as a Payroll Expert or holding other relevant payroll certifications is highly desired.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

Administrative Services Analyst I is a natural progression underfill for the class of Administrative Services Analyst II.

Incumbents are eligible to promote to Administrative Services Analyst II after obtaining one year of experience as an Administrative Services Analyst I, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements.

Failure to meet the requirements to promote at the end of the probationary period will result in incumbents being returned to their former County classification or new hires being probationary released.
