Operations Manager (TLMA Administrative Services Manager)

The County of Riverside's Code Enforcement Department is recruiting for a TLMA Administrative Services Manager to support the administrative and operational functions of the TLMA Code Enforcement Department, located in Riverside.

The incumbent will be responsible for supervising and overseeing the Department's Field Operations.

This role will involve direct coordination with department leadership to manage grants, liaise with internal County departments to address operational needs, and respond to emerging issues as they arise.

Additionally, the incumbent will serve as the primary liaison with Human Resources and field offices on employee relations matters, procedure reviews and updates, statistical tracking, and coordination of staffing for special events.

The ideal candidate will be a proven leader, collaborative, and bring a performance-based approach to management.

Strong verbal and communication skills and the ability to work through issues with others are key ingredients for success in this position.

Candidates with extensive knowledge of governmental operations, managerial and supervisory experience, and a background in administration and human resources are highly encouraged to apply.

The TLMA Administrative Services Manager is distinguished from the Department Head in that the latter is responsible for managing, directing and controlling all activities of the assigned department, whereas the former functions with significant autonomy and works directly to support the Department Head's operational objectives.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution.

Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The Riverside County Code Enforcement Department is responsible for protecting the health, safety and welfare of residents in the unincorporated areas of Riverside County.• Assist in planning, organizing, reviewing, and evaluating the activities and performance of the assigned department programs to ensure their effective and efficient operation; assist in the development of departmental or programmatic goals, objectives and policies for areas within assigned purview.

• Participate in the development and implementation of operating and administrative policies; participate in the development of new programs to facilitate long and short-term strategies within assigned department; provide support in the area of financial planning, including evaluating major plans such as capital budgeting, planning and investigation of financing methods.
