Planning Division Manager

ABOUT THE POSITION

The County of Riverside's TLMA Planning Department is seeking a Planning Division Manager (PDM) for the Development Review Division in Riverside.

The PDM will oversee the Short Term Rental (STR) Program, managing online application processing and program improvements.

Responsibilities include developing a lottery system for Tier 2 and beyond, and providing support for Deposit Based Fee (DBF) processing, including case assessments, invoicing, collections, and reviewing outstanding balances.

You will also manage the Records Division, assess staffing needs, handle complex records requests, and review and approve invoices for contract services and purchases.

The PDM will assist with grant writing and tracking, evaluating new opportunities for funding.

You will support the department's budget preparation and the Strategic Financial Planning (SFP) process.

This position requires strong leadership in planning, operations, and administration, as well as experience managing records, budgets, and fee-based processes.

Meet the Team!
The Planning Department is responsible for Riverside County's General Plan, a comprehensive long-range plan intended to guide the growth and development of unincorporated areas within the County.

This department formulates growth management plans and zoning for the County.

EXAMPLES OF ESSENTIAL DUTIES
• Serve as a subject matter expert relative to complex or controversial environmental planning matters; regularly interact with elected officials, community groups and representatives of the local, state and federal government to resolve or clarify complex planning issues; direct the preparation of detailed and comprehensive technical reports.

• Direct compilation of budget data and control of expenditures; assist with grant writing, tracking and reporting; provide support in contract service coordination and invoicing.

• Coordinate the work of the division in assigned department; work cooperatively with other departments of the County, and public and private agencies to accomplish desired goals and objectives; coordinate projects and initiatives with interdepartmental stakeholders.

• Direct, train and review the work of professional, sub-professional/technical, and clerical division staff in the performance of full scope planning or planning-related administrative work, which includes technical and operational procedures, and department policy; direct and review the work of subordinate employees for accuracy, completeness and overall technical competency and adherence to compliance policies and procedures.

• Establish division policies and procedures; interpret applicable laws, rules and regulations pertaining to operational activities; evaluate proposed or adopted legislation and recommend changes to policy and procedures to ensure compliance; determine the potential or actual impact on the community.
