Primary Responsibility
Works under the direction of the Project Controls Manager and competently performs all aspects of Structural / Civil estimator.
Must be able to read and understand P&ID's, electrical codes and standards, knowledge of industrial electrical systems and components, Equipment Layout out drawings and other types of drawings related to the fabrication and installation of electrical components and equipment.
Must attend project walkdowns for pre-construction, scope definition and constructability reviews.
This job requires that the estimator understands man-power loading of a project and must be able to adjust the estimate accordingly.
Must be able to produce estimates for all levels of a project including studies, engineering forecast, appropriation, 50% design, and the final project estimate.
The estimator will have to produce control estimates and change requests to maintain and verify the initial project scope and budget forecast.
A multi-disciplined estimator is a plus.
Must be able to estimate multiple projects and work closely with construction team and client representatives.
Experience Required
• Effective verbal and written communication skills.
• Must possess the ability to multi-task and to understand the basics of all estimating functions.
• Good computer skills and proficiency using estimating software including Est Web, Excel, or other approved estimating programs.
• Understand man-power loading of Primavera (P6) software and constructability.
Position Requirements
• Provide all types of piping and mechanical estimates at every level of the project from $10K to +/- $1M .
• Produce estimates utilizing the client platform (Est Web) as needed.
• Provide estimates using the work breakdown structures (WBS) provided by the client in order to monitor and forecast cost.

ABOUT THE POSITION
The Department of Waste Resources is excited to announce an opening for a Junior Engineer.
The Junior Engineer is the entry level classification in the professional engineer series and will perform in office and in the field engineering work.
The Junior Engineer will be reporting to the Department's main office located in Moreno Valley and will be providing engineering assistance to the teams responsible for permitting, engineering design, and landfill operations at Badlands Sanitary Landfill (located in Moreno Valley) and Lamb Canyon Sanitary Landfill (located in Beaumont).
The selected candidate will be responsible for conducting GPS field surveys, reading and interpreting field survey data to prepare topographic contour maps, perform engineering calculations, and prepare technical reports and plans such as Storm Water Pollution Prevention Plans in support of public works construction projects and landfill field operations.
Additionally, the Junior Engineer will assist in construction inspections during public works contracts to verify compliance with Contract Documents and may perform site maintenance and drainage inspections to analyze landfill site conditions as needed.
Competitive candidates will have experience in the overall understanding of the various civil engineering disciplines and be familiar with engineering software such as MicroStation/InRoads and AutoCAD/Civil 3D.
Candidates with a bachelor's degree in Civil Engineering and a valid certificate as an Engineer-in-Training (EIT) issued by the California State Board of Registration for Professional Engineers are highly desired and encouraged to apply!
The Junior Engineer is a natural progression underfill for the Assistant Engineer.
Incumbents are eligible to promote to Assistant Engineer upon successful completion of their 1-year probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

EXAMPLES OF ESSENTIAL DUTIES
• Assist in the preparation of Contract Documents (Technical Specifications and Project Drawings) for public works contracts that may include construction projects for site maintenance and drainage improvements, landfill expansion, landfill facilities and infrastructure and mass earthwork.
• Prepare hydrologic and/or traffic flow studies; conduct field investigations as needed.

ABOUT THE POSITION
The Riverside County's Transportation and Land Management Agency (TLMA) - Planning Department has an opportunity for a Land Use Technician - Level I or Level II, assigned to the Riverside Office.
The Land Use Technician I/II will play an important role in the planning case application intake process by interpreting county land use ordinances for the public, assisting customers seeking guidance and advising on land development and structures.
The selected candidate will receive proposed plans for building permits, collect fees, conduct research using maps and assessment records.
Additionally, the selected candidate will determine plans and conformance to State and local building codes, construction plan requirements, easements, setbacks, road dedications and planning requirements.
Competitive candidates will have experience in land use, zoning planning, title searches, building inspection, map making, or surveying and should have experience using a Geographical Information System (GIS), Blue Beam or Public Land Use System (PLUS) software.
