Corp Multifamily Operations - Regional Recertification Specialist, Affordable Housing

JOB SUMMARY : The Regional Recertification Specialist is responsible for overseeing the completion of the recertification process at the site level and is required to have a working knowledge of aspects of recertifications, program compliance, and resident relations.

Reporting to the Regional Compliance Manager, this position requires approximately 60% travel to various communities within the assigned portfolio.

This position is based out of the Northern Virginia/DC market.

ESSENTIAL FUNCTIONS:

Responsibilities include but are not limited to processing and collecting resident information including 3rd party verification, determining eligibility for continued occupancy, processing certifications as needed, and ensuring proper calculation of income, assets, and rent levels.

DUTIES INCLUDE, BUT ARE NOT LIMITED TO:


* Work in accordance with Harbor Group's Standard Operating Procedures and HUD Handbook 4350.3


* Process annual certifications along with lease renewals and submit required packages for review and approval.

At times this will be independent work and other times will be assisting an onsite team member.


* Prepare and distribute recertification notices to assigned portfolio and distribute them to applicable team members.


* Coordinating with site team members, schedule required appointments with residents to support the recertification process.


* Regularly review recertification schedules to ensure they are processed prior to the effective date.


* Work with PM to ensure that all non-compliant residents receive 21/30 notices.


* Evaluate and assess the maintenance and accuracy of tenant files in accordance with Harbor Group policies.


* Provide monthly status reports to Director of Compliance, Affordable Housing.


* Collaborate with Regional Manager and Regional Compliance Manager, assisting with the creation of corrective action plans for communities that are out of compliance.


* Maintain MRI and NextGen systems for the assigned portfolio on a weekly basis.


* Travel to various sites within the assigned portfolio a minimum of 3 days per week.


* Work with the Regional Compliance Manager in mandatory pre-audits, audits, and applicable corrective actions.


* Provide guidance and training for onsite team members performing compliance duties when applicable, including program rules, Harbor Group Processes and SOPs, and various systems used at that particular property.


* Attend industry training(s) as required.


* Perform special projects as needed and assigned.

QUALIFICATIONS :


* A minimum of five (3) years-experience in affordable & LIHTC multifamily housing properties


* Strong written and verbal communication skills


* Proficient in Microsoft Word, Excel and Outlook


* Strong knowledge of LIHTC and HUD regulations


* Strong knowledge of the IRS 8823 Guide as well as the HUD Manual 4350.3
